river: use zigHook

Also, a cosmetic refactor:

- Reorder parameter listing
- Use rec-less, overlay-style overridable recursive attributes (in effect since
NixOS#119942);
- Remove nested with (according to
https://nix.dev/recipes/best-practices#with-scopes)
- Add `meta.longDescription`
