continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
Naive concatenation of $LD_LIBRARY_PATH can result in an empty
colon-delimited segment; this tells glibc to load libraries from the
current directory, which is definitely wrong, and may be a security
vulnerability if the current directory is untrusted. (See #67234, for
example.) Fix this throughout the tree.

Cutelyst misses `pcre.h` to compile, adding `pkgs.pcre` as build input
fixes the compilation.
This unbreaks `virtlyst` and the corresponding module as well.
