continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
- use qt-5.15 for shotcut
- use qt mkDerivation for mlt/qt5
- use only mlt/qt5 for shotcut (libmlt -> mlt.dev)
- fix enabling ladspa (configure needs `which`), closes#47440

I checked with kdenlive people, and they say that we should always use the
latest mlt possible; that it should not be any problem, and provide only
improvements.
