Danylo Hlynskyi dab7ecc054 nixos-generate-config: lessen priority for cpuFreqGovernor (#30221)
In particular, it conflicts with `services.tlp.enable` option.

There exists workaround:
```
  powerManagement.cpuFreqGovernor = lib.mkForce null;
  services.tlp.enable = true;
```
